Your integration must provide a method for enabling and disabling the address validation service on a configuration screen.
There are a few reasons why you would want to disable address validation:

AvaTax can only validate U.S. and Canadian addresses. Merchants need the option to disable address validation when working with addresses outside of the U.S. and Canada.

Merchants may disagree with the tax calculation resulting from an address validation. Disabling this allows your merchants to continue invoicing without using our tax calculation.

The disabled address validation service helps ensure that merchants don’t drive up usage and costs.
